 - workflow
 - issue metadata
 - issue comments (a discussion)

How to do this?

 - there is a generic workflow tool that is effectively a
   special-purpose graph database.  
 - workflow can be typed (not fun, but absolutely necessary)
 - metadata should be flexible; e.g. you should be able to associate
